Picking a time for TPAC meeting

Hi Everyone,

We're planning to do our TPAC meeting after the official TPAC week,
November 2nd to 6th. The TPAC week itself is reserved for Technical Plenary
stuff.

We will not be aiming for contiguous all day meetings; the meetings will be
no longer than two hour chunks. Since video meetings are tiring.
