Supporting Detached Elements.

Hi,

I'm going to take off my chair hat to support Detatched Elements, using
HTML/CSS to bring elements outside the window in Immersive Web browsers,
alongside Dean, so one of the other chairs can go ahead and create that
repo.

Dean or I will be the contact points for it. I am excited to see progress
made on this topic.
