Requesting Agenda Items for Face to Face discussion at TPAC

Hi Everyone,

I've put together a new command so you can request an issue be discussed face to face at TPAC. We can't guarantee that we can fit it into the agenda but we will do our best.

The command is "/facetoface" as demonstrated in the issue below, like the "/agenda" command, you can either put it in the issue description or as a comment on the issue.
