Proposal to use Echidna for publishing iLReq

We'd like to use a W3C tool called Echidna to publish updates to the 
iLReq Working Draft from now on.

Rather than having to request a publication slot from the webmaster, 
when the document is set up for use with Echidna the editor or other 
nominated person can publish a copy of the document to the TR space 
immediately, and as often as they wish.  (Of course, the document still 
has to be valid and pass pubrules tests first.)

This gives us much more flexibility, and reduces the effort for 
publishing. In turn, that means that we can easily keep the TR and 
GitHub versions from diverging, which reduces confusion and makes 
progress more visible.

In order to obtain an Echidna token, i need to show that the group is 
happy to proceed.

*I propose that if I have not heard any objections by the end of this 
week (17 Feb), that i write an second email to the list to say that we 
are happy to move forward.*  In the meantime, please do reply to express 
support or concerns about this.
