I haven't taken a recent census.  It also depends on whether you are 
talking about current participants or participants over time. That 
distinction is more clear for WGs (since their charters end at a 
particular date) than it is for CGs.

My guess is that WGs at any point in time are >1,000; but not into the 
several thousands.
