I have had a short look at section 4.16.3.1 MIME Tags. It is extremely unprecise in its use of terminology. Examples: charset attribute -> charset parameter MIME tag -> [probably] MIME header internal charset tag -> internal character encoding information (please check others) Also, the sentence: "If the attachment contains an internal charset tag, the MIME charset parameter should be omitted to avoid an inadvertent mismatch." is dangerous, because for a MIME type of text/xml or text/....+xml, there is a strict default of US-ASCII.
