Tibetan layout doc ready for translation

hi Chunming,

i think the tlreq document is probably now ready for you to begin 
translation, unless there are things you'd like to discuss or change wrt 
the current content.

you'll see that i moved a fair amount of information into a new section 
called Tibetan Script Overview.  I think it helps to separate out the 
descriptive information from the more important information that follows 
about typographic and layout requirements.

i also added quite a lot of new information.

you'll also notice that i tried to apply the new TR styling, though i 
was unable to get it 100% at this stage. Hopefully someone will update 
respec soon so that we get that sorted.

please take a look at the info under Editorial Guidelines that i added 
to the readme file at https://github.com/w3c/tlreq.  It will help you 
understand how to get the markup right while doing the translation.

of course, don't hesitate to ask me if you have questions.

do you have an idea about when you might start and end the work?
