Manchu - Ali Gali Comments needed

Weizhe has submitted a paper as attached and also found at http://www.unicode.org/L2/L2016/16292-mongolian-comments.pdf

I have made some comments on section 2 of the paper and will publish shortly - I am waiting to hear back from Weizhe Zheng on a few things.

If our Manchu / AG experts could comment on this, it would be a great help to him and Dr. Yihua Wang.
