Just to be clear, the chart in that document is just a reflection of what was the DS01 document at that time. In fact, DS01 was slightly modified after I created the document. My intent was to give some idea of what Unicode 9.0 layout and chart would look like. In other words, it is a work in progress and will be modified as consensus evolves. I am just an editor here, not a decision maker. But with Unicode 9.0 deadline approaching, and the Unicode 8.0 Mongolian chart broken, I can't stand still.
