new DAPT repositories

   hi all,

   As discussed during our bi-weekly call ended right before, I've configured following
repositories:

https://github.com/w3c/dapt-reqs

https://github.com/w3c/dapt-tests


   Title and (short) name is tentative for now, but I've created repositories as is for
now (to be included in some other documents).
   Currently, there is no content even for README, so welcome for contribution.
