   per decision at: https://www.w3.org/2022/06/02-i18n-minutes.html#t05

   Notes:
- index.html is blank, without skelton. just blank
- configured as similar to jlreq

にできました。

・文書本体になるindex.htmlはまだ空ファイルです（実際に書き始める際にスケルトン入れます）
・各種設定はjlreqと同じです
