私の理解によれば、これは前の段落、つまりJISの1-2-1のルールに当てはまるはずです：

なぜなら、ルビ文字列（Keith 
Emerson）の全長が親文字列（基斯愛默生）の全長より短いからです（ルビの文字サイズは親文字の文字サイズより小さいですから）。

jlreqのこの段落は、変更後にsimple-rubyに追加してはいかがでしょうか：
