RE: ACTION-50 , checked BP 13-18

Going through Bartosz notes:

I wonder. Here XSLT is just an example. We probably should have a Bib link to XSLT from the XLST occurence in this section, but I'm
not sure if the XSLT link should be in a reference section for this BP.

Thoughts anyone?

Maybe reference to the specific section for <span> and <phrase> rather than the top of the spec?
