BP 11 (and 5 and 8): Choice of words

Hi all,

A point of consistency:

In BP11 (http://www.w3.org/International/its/techniques/its-techniques.html#DevTermOver) there is a paragraph that says something
very similar to a paragraph in BP5 and in BP8. Currently the text is different in BP5 and BP8. We should make the paragraph in the
three BP the same.

Here are the two choices:

"Make also sure the its:rules element is available somewhere in your documents, for example in the header part if there is one. The
its:rules element allows using the its:termRule element to override terminology-related information globally."

"It is also recommended to define the its:rules element in your DTD or schema, for example in a header if there is one. The
its:rules element provides access to the its:termRule element which can be used to override terminology-related information
globally"

Which one is better?
