Input to BP 13 http://www.w3.org/International/its/techniques/its-techniques.html#DevElemNames

Hi all,

I had a look at "Best Practice 13: Name elements with caution".

Please find my high-level feedback below.

Cheers,
Christian
===

1. I wonder if should say "elements and attributes" rather than just
"elements".

2. Shouldn't we have a general note along the lines of "Think twice before
creating your own format. Consider strongly existing formats such as DITA,
DocBook, OpenOffice, XUL, UBL, ... Be aware of the customization
possibilities which some of these formats offer. Those formats have many
insights (e.g. related to naming recommendations) 'built-in'".

3. I am struggling with (the wording) for examples 25 and 26.

4. I wonder if we should have a note related to XML markup with non-Latin
characters.

5. I would favor examples in the "Why do this" part. I know for example that
some tools have a hard time if more than 100 markup element need to be
designated as containing translatable content.
