XML 2004 Localization Paper

Hi Everyone,

Regarding the localization issues raised, especially CDATA section, 
entity references and in addition processing instructions, I wrote a 
paper for XML 2004 which references work done previously by Yves and 
Richard which also covers some new aspects of the type of problems which 
we have been discussing.

Extracts from this paper were also published recently in the LISA 
newsletter.

In addition the paper touches on aspects of embedding translation 
memories within existing XML documents using a namespace mechanisms 
which is something which we have yet to discuss.
