All, I started a small FAQ page on when to use xml:lang and when to use your own element (or attribute) for passing language values, according to the guidelines in http://www.w3.org/International/geo/2004/article-devt-process.html I've established a page in the Wiki for this here: http://esw.w3.org/topic/geoFAQxmllang#preview The source material on that page is taken from some email on the ietf-languages list and is still somewhat rough.
