Summary of process for developing material

Let's discuss this during our meeting tommorrow. The text below proposes to summarise the basic process for producing material such as articles.  Note that it incorporates a reference point with Core for controversial issues (particularly important after recharter), and incorporates previous discussions about wider review of material.



author produces statement of intent on GEO list or in telecon
 for FAQs this should include the wording of the question
 GEO list members comment on scope and FAQ question wording by email

optional: author produces first stab at articles and reviews ideas with RI
 author may also request brainstorm or other discussion of ideas 
  at a telecon to help frame a topic

author produces first draft of article for initial review
 this first review point is to explore direction and scoping for the author
 author should be ready to substantially modify their draft based on comments
 GEO participants should comment in email prior to telecon
 if material is likely to be controversial, Core TF should be notified

telecon: 
 opportunity for GEO team to approve ongoing development
 also discuss comments that are difficult to manage by email

author produces draft for wide review
 the author may request comments on several drafts before this
 RI will usually be involved from an editorial standpoint at this stage
 author should attempt to make this as near as possible to publication ready

telecon: 
 seeking agreement to publish for wider review
 the author will typically need to further edit the draft after this

notification of draft on www-international
 RI does this
 invites comments from a wider circle
 
telecon: 
 final sign-off for publication

publication:
 RI finalizes any editorial work
 RI updates links throughout i18n site
 RI sends notifications and adds to W3C home page announcements
