Richard's notes on HTML 4.01 include the recommendation to use Unicode. 
It would be useful to link from such a recommendation to guidelines on 
using unicode in HTML (based on the Unicode report/W3C note "Unicode in 
XML and other markup languages" http://www.w3.org/TR/unicode-xml/
