HTML Guidelines: quick reference for what can be in the document character set

Along with the guidelines, we might want to include a mechanism (like a table or something) for quick access to rules what must be ascii vs. what can be in the document character set. (Localizers might use this.) Things like: 
  a.. content (well, this one is easy) 
  b.. attribute values (both text and numeric); see http://www.w3.org/TR/html401/intro/sgmltut.html#attributes 
  c.. The quotes around text attribute values; see http://www.w3.org/TR/html401/intro/sgmltut.html#attributes 
  d.. URIs 
  e.. anchor names 
  f.. whitespace
