agenda+ [w3c/i18n-drafts] Update qa-indic-graphemes.en.html (PR #634)

I made some changes to the article Typographic character units in 
complex scripts 
(https://www.w3.org/International/questions/qa-indic-graphemes.en.html) 
to take into account the recent changes for certain scripts that allow 
conjuncts to be treated as a single gc.

Please review, so that i can hopefully merge after the meeting.
