agenda+ Publish "timezone" as DNOTE

The old “working with timezones” note has grown long in the tooth (it was last updated in 2011). I’ve been working for a while on an update. I’d like to start replacing the old document with the new one and seeking wider review. I have also copied the original contributors to the current note, in case they have comments.
