agenda+ Latest developments in the lreq area

The following link lists all the lreq/gap/layout files i've been working 
on for the past 2 weeks, and next steps.

While working on the Arabic stuff it became apparent to me that we 
needed to slightly alter the approach, now that we've switched to 
script-based documents. I've therefore been creating 3 types of document:

1. -lreq files contain only links, and no interleaved text descriptions
2. -gap files contain gap reports, as before
    3. the other files contain the layout requirements content (pointed 
to from the -lreq docs), such as alreq, jlreq, clreq, etc.

I'll explain why this change was necessary, and check we're ok to 
publish the items marked as FPWD THIS WEEK.
