The problem is that there are at least two competing standards for IDNs, one being IDNA2008 (RFC5890ff) and the other being the Unicode Consortium's UTS#46. The latter, while identified as a standard, has been described over its lifetime as a transition description and has evolved considerably over the years. I'm happy to discuss the issues in as much detail as the group can stand but note that I might not be on this week's call. best, john
