For review: LReq docs for Adlam & N'Ko

I created Adlam Layout Requirements from scratch

For the N'Ko Layout Requirements doc, i added the links that come with 
the new template and removed the text that was just a copy of 
r12a.github.io content.

Please check for issues.  If none reported by or during Thursday's 
telecon i'll request publication for Adlam and update N'Ko.
