agenda+ Localizable Manifest edits

Per my action item #58, I've been working on updating the Localizable
Manifest doc. Both miniapp and app-manifest are taking an interest in this
document, so time to clean up.

 

I made a pull request here:

The diff won't help much: a large portion of the doc is new. So I recommend
having a read of the doc preview in advance of our call. We might want to
move a bunch of this text to string-meta instead of having it here, but we
need to create the content first and then decide on organization.
