agenda+ HTML 4562 (non-ASCII email address verification)

This issue is being actively discussed again and involved EAI addresses in
the browser. My attempt to fix it some years ago didn't proceed. AnneVK has
some suggestions as do others in the community. Let's discuss what our WG
position ought to be.
