Fair enough. I guess I might as well reuse this issue.

@whatwg/i18n <https://github.com/orgs/whatwg/teams/i18n> given that URL 
strings can use "arbitrary" code points, they (and the resulting URL 
record) are subject to change if folks use Unicode normalization. Is 
this something that should be called out more prominently on 
https://www.w3.org/International/questions/qa-html-css-normalization and 
elsewhere?
