Caseless matching in HTML [I18N-ACTION-287]

All,

I started to pull together the wiki on caseless compatibility matching in HTML5. The new page is here:

Note that the previous foray into this was for CSS3 Selectors and that has a wiki page here:

My next step will be to build some test pages for radio buttons and for fragments demonstrating ACI vs. UCI vs. "compatibility caseless" matching. Actually, if you think about it, radio button groups are the less interesting case here. URLs are everywhere.

An initial test (see link to "HACK" on HTML wiki page above), suggests that fragment matching is weirdly case sensitive.
