[Bug 12417] HTML5 is missing attribute for specifying translatability of content

Just as an additional argument for having a translation-related attribute in
HTML itself, I would like to point out that besides third-party translation
services, there is also software that directly hooks into the browser and works
on the client side. Such software was very popular a few years ago here in
Japan. Because of on-line translation services, it's now less popular, but
still in use.
