I18N-ISSUE-125: Changing encoding to utf-8 [HTML5-prep] http://www.w3.org/International/track/issues/125 Raised by: Addison Phillips On product: HTML5-prep 3.5.1 Opening the input stream http://www.w3.org/TR/html5/apis-in-html-documents.html#opening-the-input-stream step 13 says "change the document's character encoding to UTF-8". I assume this means "transcode the document to UTF-8 if it isn't already in UTF-8"?
