Per a comment in the bug report from Henri, it appears HTML5 already 
disallows any other string than "UTF-8" inside meta@charset in the 
XHTML5 syntax. Thus there is no need to allow the XML encoding 
declaration, for the purpose of making HTML and XHTML even.
