Not related to time zones, but I recognized that the draft uses a "Language" attribute to define the language of human readable strings in the time zone data, and that its value is defined in tersm of XML Schema (without being specific to a version of XML Schema). Probably a definition in terms of just xml:lang http://www.w3.org/XML/1998/namespace which directly refers to BCP 47 would be more appropriate.
