Expected "last call" for CSS Backgrounds And Borders

The CSS WG decided to issue a last call for the CSS Backgrounds And
Borders Module Level 3. By default, the review period will be four
weeks, i.e., from the expected publication date in a few days until
around November 16.

Everybody is welcome to review the document, but we'd like to especially
 ask the I18N, WAI PF, XSL, HTML and SVG WGs for reviews. Please, let us
know if you do or do not expect to review the draft, and if you can make
the deadline.

The editor's draft (which is up to date for publication, except
obviously for the status information and the style sheet) is here:
