There is a bit missing here.

In any case, it is intentionally vague because it's just the  
infrastructure that's a requirement, not necessarily any specific features  
such as the getAttribute() method on Element. And for the features that  
are required this is said so explicitly within the specification (baseURI  
on Document for instance).
