Call Working Draft [2] of the Synchronized Multimedia Integration Language

Working Group Resolution:
Although not explicitly re-stated in the smilText modules, xml:lang is
defined for use within the Structure Module, and is thus available for use
within smilText. This will be made clear in the CR draft.
