The CSS Text Decoration Module Level 3[1] allows two implementation of drawing emphasis marks for characters for which ruby is drawn in the same position: 1. Ruby should be stacked between the emphasis marks and text, and the position is kept consistent. 2. Ruby should be hidden and emphasis marks are drawn. But Kenny pointed out a while ago that there is 3rd implementations in the physical books: 3. Ruby should be stacked between the emphasis marks and text, and the position is NOT kept consistent. I'd like to propose changing the text and Figure 5 for future specifications to allow #3 implementation. Please let me know if any.
