I request that this issue be escalated to the HTML working group, since
I am "dissatisfied with the resolution" and I do "not believe it is productive
to ask the editor to reconsider".
The editor appears to ignore two important facts. First, rb is widely used
by existing web pages (e.g., Yomiuri). Second, some existing implementations
(e.g., IE) already create a DOM node for rb elements and apply styles for rb.
