The change in behavior was a byproduct of our rewrite of the bidi algorithm to comply with Unicode, but not intentionally speced out behavior. Nevertheless, the compat servicing fallout seems to have been minimal: I couldn't find any bugs directly related to this issue since then that we didn't already fix during the course of IE8 development (2 public betas + 1 release candidate build), and our developers from the time don't recall any major issues. With IE11, we actually changed our behavior to match browser interop, but even so, IE is on board with this change.
