No, it's not about whether the browser supports CSS. The issue here, if I'm
interpreting Aharon correctly, is that even if the browser does not support
this CSS, it should still be required to handle the bidi controls in HTML --
i.e. these requirements, though part of the presentation layer, should be
normative for any UA that has a presentation layer, whether or not the
implementation supports the relevant CSS controls.
