What I actually mean is that setting the direction for img elements
doesn't actually have any effect on how the image is displayed or
layed out, so the img's direction can be "hijacked" to only affect the
directionality of the alt text.

The reason that we can't take the directionality of other elements as
that of their title value is that the directionality for some of those
elements has other meanings (e.g., it affects how text within those
elements is layed out.)
