Re: [i18n-activity] Clarify Latin-1 encoding requirements of text chunks (#1452)

PNG decided to leave this alone. The `tEXt` and `zTXt` types use ISO 8859-1 as the encoding (and they *mean* that specific encoding), but PNG now prefers the UTF-8 encoded `iTXt`. It is possible that users are using Latin-1 to byte smuggle other encodings, but that's on them.
