[klreq] Use European numerals instead of Arabic numerals? (#48)

xfq has just created a new issue for https://github.com/w3c/klreq:

Maybe consider using the term European numerals like [clreq](https://www.w3.org/TR/clreq/#term.european-numerals) and [jlreq](https://www.w3.org/TR/jlreq/#method_for_setting_fullwidth_latin_letters_and_european_numerals). The clreq group also considered other terms, such as ASCII digits, but as a requirements document, they didn't want to bind it to a certain character encoding standard, so they didn't use this term.

"Arabic numerals" are not used to avoid confusion with other similar terms (see [alreq](https://www.w3.org/International/alreq/#h_families_of_numerals)).
