In the Punctuation Guidance issued by the Ministry of Education in Taiwan, there are two types of 夾注號.[1] The first type is "（xxx）" (a pair of fullwidth parentheses), and the second type is "── ──" (a pair of two-em dash). See https://language.moe.gov.tw/001/upload/files/site_content/m0001/hau/h7.htm for some examples. In [General Rules for Punctuation](https://people.ubuntu.com/~happyaron/l10n/GB(T)15834-2011.html) (the national standard issued by China), there is no concept of 夾注號. The comments or supplementary explanations usage is mentioned in both the parentheses section (4.9.3.1) and the two-em dash section (4.10.3). The two-em dash is not necessarily paired. Neither document lists the single em dash as an alternative. Although some people use single em dash, it is not considered the correct usage. @r12a Does this answer your question? Any suggestion on the English text? Footnote: [1] I'm not aware of a corresponding word of 夾注號 in English. It means a punctuation mark that isolates a segment of text from its surroundings and used for comments or supplementary explanations.
