[jlreq] Ruby aligment and other styling unavailable (#177)

r12a has just created a new issue for https://github.com/w3c/jlreq:

== Ruby aligment and other styling unavailable ==
For background information read <a href="https://w3c.github.io/i18n-drafts/articles/ruby/styling.en.html#alignment">Aligning annotations and bases</a>.

Fine control in HTML over the placement of ruby annotations relative to the base require the availability of the CSS property <code class="kw" translate="no">ruby-align</code>. This only works in <span class="pass">Firefox</span>, and sometimes in <span class="partial">Edge</span> with proprietary syntax. It doesn't work for <span class="fail">Chrome</span> or <span class="fail">Safari</span>. See <a href="https://w3c.github.io/i18n-tests/results/css-ruby#ruby_align">results for major browsers</a>.

The impact of this is probably more important for advanced typographic layout.
