This is a bit of an edge case -- you are saying that in the case of ruby text containing punctuation and having different edge spacing rules than the body text paragraph... I would be fine saying there is not a need for ruby to have a different mojikumi set from the body text paragraph, especially if the editor can set custom mojikumi spacing on runs of text or runs of ruby.
