Re: [clreq] Positioning of : and ; in Chinese (#295)

For the Sinplified Chinese punctuation mark standard in China, I think "left-aligned" and "right-aligned" doesn't mean the symbol have to be at the leftmost or rightmost part of the space. Instead, they should be at the center of the left-half and right-half or the space they're in. They should also be closer to the bottom part of the space.
