Re: [typography] Update the line breaking link in clreq (#63)

We discussed that in a clreq [telecon](https://www.w3.org/2019/08/06-clreq-minutes.html#x01), and Eric said he would think more about how to reorganize the sections.

I added 3.1.5, but not 3.1.7. 3.1.7 does not seem to be related to line break to me. Would you please explain?
