This was resolved by the assumption that word-break:break-all should really take care of the situation. It was noted that not all browsers support the Japanese-specific behaviour of wb:ba. Also, it was noted that hyphenation dictionaries should provide hyphenation for romaji text in Japanese where appropriate, so that if hyphenation is turned on and the romaji is treated as lang="ja" that gives another way to reduce width of romaji for justification. CSS closed the issue.
