Looking closer, i see above the link to this issue in the minutes: > … propose to move the Chinese and Western mixed text parts in 3.1.1.1.1 to 3.2.1 > … or combine them into one paragraph (don't repeat yourself) Does that indicate the resolution? Personally, i think it would be better to have a new section related to Lists & Counters (see for example https://w3c.github.io/elreq/#lists_and_counters).
